Utility Billing at Campbell Crossing
OVERVIEW

The Resident billing program at Fort Campbell is an Army Mandated program that concentrates on energy conservation in privatized housing. This conservation will ultimately benefit the Residents here at Fort Campbell in that the monetary savings from it could be used:

  • To build additional new homes
  • To fund more extensive renovation projects
  • To upgrade amenities in the homes we build
  • To offer more community services
  • To provide refund checks to Residents who conserve energy.

The Army's Residential Community Initiative (RCI) office has turned to the Privatization Projects to implement their program to achieve the goal of energy conservation. We at Campbell Crossing concur with its goals and are striving to make the program as fair as possible.

HOW IT WORKS

The program is quite simple. Each home is grouped with other homes that have similar characteristics. These groups are called profiles. These profiles are composed of homes that have similar age, construction type, Heating and Air-conditioning systems, water heating method, square footage, etc. Great attention is paid to making sure all homes are in the correct profile. Once a correct profile is established the baseline can then be calculated. This is a simple process of averaging the consumption for that profile. In other words our billing company simply divides the total consumption for the profile by the number of homes in that profile, minus all unrented homes. This calculation is done at the end of each month for the preceding month. This is why you might notice the baseline changing monthly. This method of baseline calculation automatically takes into account weather factors. In a very hot or cold month the consumption, and therefore the baseline, will be quite high. During the more mild months, the consumption and baseline will likely be lower.

This baseline then has a plus or minus 5% buffer zone applied to create a “grace zone” within which no action or cumulative action takes place. This baseline band is then compared to the actual consumption of each home in the profile. If that home is within $15 of the buffer zone band then no action, bill, or refund will be necessary. The Resident of that home will simply receive a statement of consumption. If the home is below the buffer zone band more than $15, the Resident will receive a refund check for the full amount below the band. If the amount is below the band, but less than $15 below, that amount is cumulative. In other words if you were $10 below the band last month and $10 below the band this month you will receive a refund check for $20 this month, taking your ending balance back to “0”.

Conversely if the home is above the buffer zone band more than $15, the Resident will receive a bill for the full amount above baseline. If the amount is above the band but less than $15 that amount is also cumulative. In other words if you were $10 above the band last month and $10 above the band this month you will receive a bill for $20 this month, and payment of that bill will take your end balance back to “0”.
